Join us in downtown Santa Barbara with a panel consisting of Caltrans, SBCAG, and partner agencies to discuss the Highway 101:   Santa Barbara to Mussel Shoals project.   SBCAG and Caltrans have been working with partner agencies on projects that will provide or improve paths for bicycles and pedestrians, coastal access, and local circulation improvements such as roundabouts. The Highway 101: Santa Barbara to Mussel Shoals project includes the widening of Highway 101 to include three lanes in each direction. Eight of the 16 miles in this area have been widened.
 
In 2006, SBCAG and Caltrans approved 101 in Motion that was developed with local agencies, including the City of Santa Barbara, the County of Santa Barbara, and the City of Carpinteria. 101 in Motion determined that a long-term congestion relief strategy required a "Lane and Train" solution - new carpool lanes on Highway 101 and a peak-hour commuter train from Oxnard/Ventura to Santa Barbara/Goleta. 101 in Motion included other congestion relief strategies that are part of the Measure A Investment Plan passed by voters in 2008. Measure A is the 1/2-cent transportation sales tax that was approved by 80% of Santa County voters to fund improvements.
 
Phases 1, 2 & 3 of the Hwy 101: Santa Barbara to Mussel Shoals project are fully constructed, adding 50% (8 miles) of new freeway lanes and the first carpool lanes in Santa Barbara County.  Phase 4 is under construction.

Dave Emerson, Caltrans, Highway 101 Corridor Manager Dave is a landscape architect by trade who graduated from Cal Poly. Prior to joining Caltrans, he worked in the private sector for 13 years with a key focus on large scale design for residential and commercial projects in California’s Central Valley.  He started with the project in 2007 as the project landscape architect, and in 2016, transitioned to project management and has since been working with local partners to help bring these options forward to create effective solutions that we can all use.
 
Fred Luna, SBCAG, Director of Project Delivery and Construction Fred joined SBCAG in 2005 and is responsible for delivering regionally significant highway capital projects through the Measure A Program as well as those funded by other sources. He coordinates with Caltrans and local agency partners on project development, as well as manages consultant work through contractual agreements. His expertise covers all phases of a project life cycle, from design through construction to completion. As part of his work, he reviews technical reports, plans and other documents, executes and monitors cooperative agreements and memorandums of understanding. A keen eye for detail, he navigates potential issues that could pose risks for projects and regularly communicates project information to elected officials, public and other interested parties in order to achieve or announce key milestones for a project.
 
Laura Yanez, City of Santa Barbara Laura was a past recipient of our local APWA Young Professional of the Year, recognizing her excellence in public works at City of Santa Barbara.  She is currently working as a Principal Civil Engineer in the Streets Engineering Group, Engineering Division of the City of Santa Barbara's Public Works Department.  While at the City of Santa Barbara, her experience has included design and construction project management work for the City's capital improvement program as well as the design of low-impact development projects for the City's Creeks Division, and she managed the Olive Mill Roundabout Project through environmental approval and worked with SBCAG for final design which was done in tandem with the San Ysidro Roundabout. Related to the 101 Widening, the City of Santa Barbara is also managing/working with Caltrans on the Los Patos Roundabout, the Cabrillo Bridge Replacement, the Los Patos Undercrossing Closure and the Milpas On-Ramp Improvements.
